淮安市國聯(lián)集團

淮安市國聯(lián)集團是淮安市政府所屬旗艦型企業(yè)集團，于2013年3月按照市委市政府“做強融資平臺、做大投資產(chǎn)業(yè)、做優(yōu)金融資本”的決策部署，整合市屬相關(guān)企業(yè)組建而成。2021年7月，淮安市委市政府為加強國有經(jīng)濟布局結構調整，在原國聯(lián)集團基礎上，整合淮安市工業(yè)發(fā)展投資控股集團有限公司、淮安市工貿資產(chǎn)管理有限公司、淮安市熱電集團有限公司和淮安市國企服務(wù)中心有限公司重組成為新的國聯(lián)集團。公司注冊資本307.4億元，總資產(chǎn)逾1380億元。目前，公司設置9個(gè)職能部門(mén)，下轄市城市資產(chǎn)公司、市工投集團、市工貿資產(chǎn)公司、市熱電集團、市金融中心公司和市保安公司等60多個(gè)子企業(yè)，現有職工5000多人。公司功能定位為淮安市綜合服務(wù)型城市運營(yíng)商、城市資源統籌者、城市更新運營(yíng)主力軍。圍繞城市建設、城市運維、城市服務(wù)，公司將大力發(fā)展建設開(kāi)發(fā)、市政公用、城市服務(wù)、資產(chǎn)管理和類(lèi)金融五大業(yè)務(wù)板塊，著(zhù)力打造淮安領(lǐng)先、江蘇一流、全國知名的企業(yè)集團，為將淮安建設成為長(cháng)三角北部現代化中心城市貢獻力量。 

A Brief Introduction to Huai’an SJID Group

Huai’an SJID Group is a flagship enterprise group under the Huai’an municipal government. It was established in March 2013 by the merger of some relevant municipal enterprises in accordance with the decisions and plans of the Huai’an municipal Party committee and municipal government to “strengthen the financing platform, expand the investment industry and optimize the financial capital”. In order to modernize the layout and structure of the state-owned sector, the Huai’an municipal Party committee and municipal government set up the new SJID group on the original basis in July 2021 by merging and restructuring Huai’an Industrial Development Investment Holding Group Co., Ltd., Huai’an Industry and Trade Asset Management Co., Ltd., Huai’an Thermal Power Group Co., Ltd., and Huai’an SOE Development Service Center Co., Ltd. The new group has a registered capital of 30.74 billion yuan and total assets of more than 138 billion yuan. Currently, SJID consists of nine functional departments. In addition, there are over sixty subsidiaries under the jurisdiction of Huai’an Municipality and more than 5,000 employees in it. These subsidiaries involved can range from Municipal Asset Company, Municipal Industrial Investment Group, Municipal Industrial and Trade Asset Company, Municipal Thermal Power Group, Municipal Financial Center Company and Municipal Security Company. In terms of function orientation, SJID aspires to be a comprehensive service-oriented city operator, an urban resource coordinator and the main force of urban renewal and management. With a focus on urban construction, urban operation and maintenance, and urban services, it will work hard to develop the five business segments: construction and development, municipal public utilities, urban service industry, asset management and quasi-finance. By doing so, SJID can grow into a leading enterprise group in Huai’an, a first-class enterprise group in Jiangsu and a well-known enterprise group in China, thus contributing to the building of Huai’an into an important central city in the north of the Yangtze River Delta.
